Creating positive effects on international public opinion as well as international official decision makers in international relations and foreign policy has become increasingly important, and in addition to official diplomacy activities between states, practices called Public Diplomacy and efforts to "be a good country" in the perception of other countries and their people have gained priority. The development of mass media has most clearly provided the value-building opportunities defined as structuralism in international relations. Following the First World War, the principle of openness, one of the "Fourteen Points" principles of US President Woodrow Wilson, ensured that the decisions of states were presented to the public in an open and transparent manner through mass media, ensuring that the public was informed about the developments taking place in the world.In the context of Communication Sciences, the development of computer and internet technologies, especially through satellites and cables, and the spread of information to the whole world, locally and instantly, thanks to the media and new media, have led to the transformation of our age into the information society.In this study, we will focus on the importance of "news" in both creating public opinion and influencing existing public opinion by using public diplomacy elements of mass media. The concept of news will be examined in the context of public diplomacy in today's communication world, where the domestic policies of countries are also articulated on the axis of foreign policy and their results affect and direct public opinion.Within the scope of this study, the literature review method was adopted for conceptual explanations and evaluations, and books, relevant articles and publications, official documents, and online content were examined.
